InzaloPay is the ideal solution for both municipalities and their consumers. It is an online vending platform that allows consumers to pay their municipal accounts and purchase prepaid water or electricity online. It offers our communities the ultimate convenience and ease. Consumers can buy tokens from the InzaloPay app, InzaloPay website, or from their nearest participating retailer. Online transactions can take place at any time of the day or night. Additionally, all channels can vend and reflect transfers. People find it easy to use and it’s totally secure. We’ve found that people prefer to be able to accurately track and be responsible for their own utility usage. By being able to keep an eye on their usage throughout the month, they’re able to budget for and reduce their consumption when necessary. By empowering our communities in this manner, we’ve seen many positive behavioural changes and a newfound sense of ownership for the consumer. Gone are the days of being surprised by an astronomical water bill due to an undetected household waterpipe leak at the end of the month. There has been a significant shift from reactive to proactive resource management as a result.
Water is an especially scarce resource and installing traditional water meters do not guarantee that the municipality will receive payment for water usage. Neither does it promote a consumer culture of water conservation. It has been proven time and again that consumers are more conservative in their usage when they pay for their utility up front. Implementing prepaid utilities does require a shift in mindset, however. For decades consumers have grown accustomed to using electricity and water and paying for it later – if they’re able to do so. Often, they dispute the accuracy of their usage and stop paying their municipal rates during ongoing disputes. It has become blatantly obvious that this approach is no longer working, and municipalities are struggling to collect much needed fees that are due to them.
We have seen a significant improvement in the financial health of municipalities that have adopted the approach that electricity and water should be prepaid services. They now have the much-needed funds at their disposal to maintain and protect valuable electricity and water resources. Instead of haemorrhaging funds, they were able to slowly but surely recover losses and prevent future ones. There was much deliberation about the initial investment required to implement the meters, however the long-term financial benefits made it worthwhile. The prepaid meters pay for itself in the long run and when the use of electricity and water is properly regulated everyone benefits. The communities as well as the municipalities that are responsible for the infrastructure and well-being of their communities.
By facilitating an open dialogue between the private sector, COGTA and National Treasury we can collectively brainstorm ideas for funding InzaloPay initiatives for our communities. There are solutions and resources available to implement pilot programmes that will fast track rapid adoption from the community.
