Thembelihle Municipality – Putting community first

When speaking to Radiile Shuping, CFO of the Thembelihle Municipality in the Northern Cape, one can feel his commitment to the community. “When I arrived four years ago, in the heart of the Karoo, amidst the isiXhosa and Afrikaans spoken there, it was challenging as a Setswana speaker,” he laughs, “but they welcomed me and we are now like family.”

“There is finally stability in the Finance Department.”

“Until I started working at the local government here, there were numerous acting CFOs in the position but after bringing InzaloEMS on board in 2020, there is finally stability in the Finance Department,” he says.  “The new financial system was challenging for the team at first. They had to get used to a new way of doing things and each department had to learn to do the data capturing on the system, instead of manually. But we slowly gained their trust and there has been huge progress in implementing the systems. We can now extract necessary data for reporting.”

The municipality recently implemented InzaloPay, the pre-paid electricity voucher system.  “This has had a great impact on the residents. They no longer have to travel into town or to the satellite office in Strydenburg to buy pre-paid electricity vouchers as they are widely available at vendors on their doorstep as well as on their smart phones. We can see that weekly deposits are quite substantial. This is really a win-win situation for the people and the local government.”

We are looking forward to an unqualified audit from the Auditor General, this financial year,” concludes the satisfied CFO.
