It was made abundantly clear at a recent meeting with National Treasury that InzaloEMS is the only EMS service provider that has its own custom-built Asset Management application which can link directly to a GIS system (Geographic Information System) and does not use a third-party patch-in. Alta Coetzee, Senior Manager for GIS and Asset Management at InzaloEMS says that to her knowledge this statement is absolutely correct.
National Treasury recently announced that Asset Management was to be included in the reporting system for local government: “A city’s asset register enables comprehensive accounting and financial data analysis and reporting, in line with statutory requirements, accounting standards and other stakeholder requirements.”

The assets of any municipality are the biggest entry on its balance sheet and is directly linked to service delivery. Only by knowing the full extent of one’s assets can one do proper planning. Some municipalities have two asset registers – one from the technical department and one from the finance department. The first step in such a case is to amalgamate the two. This is where InzaloEMS shines, as their system is built specifically to do this.
The InzaloEMS system can load financials (according to GRAF 17 Standards) and map the data to a spatial environment. Then the anomalies can be found and investigated. “This ability comes as a result of the 60 collective years of experience in our team,” says Coetzee proudly.
Previously, National Treasury pushed journals but now they also want municipalities to report on all financial transactions relating to assets.
This is quite new for many staff members in local government, but InzaloEMS is best placed to assist. Training courses on the new application have been well-received by municipalities, especially in Posmasburg in the Northern Cape. CFO Leonard Coakley attended the training recently. “We will start using the InzaloEMS Asset Management application immediately and reporting will be included in our next year-end financials, as per National Treasury’s instruction. This new tool is going to help us a lot. It’s exactly what we need. We used to rely on outside consultants and now we won’t have to,” said Coakley.
