Mnquma Municipality – from surviving to thriving

InzaloEMS was called to assist with the troubled finances of the Mnquma municipality in the Eastern Cape which had been given a Disclaimer (a negative audit opinion) from the Auditor General in 2017. In 2020, using InzaloEMS custom-built programmes for municipal financial reporting, Mnquma received an Unqualified Audit, a huge success for this municipality.

“We made it much easier for municipalities to comply.”

Prior to InzaloEMS’s services to the Mnquma municipality, there was little compliance with municipal finance reporting. Gansen Naidoo, Senior Manager: Product Development says, “The InzaloEMS financial system was custom-built for municipalities with National Treasury reforms in mind as the foundation of the system. We simplified the rules for local government reporting and all fifteen National Treasury regulations are incorporated into the system and complies with their fiduciary guidelines. We made it much easier for municipalities to comply.”

“It is not that hard to achieve a clean audit opinion if people put financial controls in place and monitor them. This is what InzaloEMS made easy for us. The finance department must not work alone in the institution, or as an elite department. When you have controls, monitor them daily, not at the end, when it’s too late,” Mnquma Municipality’s Chief Financial Officer, Mzusekho Matomane said in an interview with City Press.

The InzaloEMS system assists municipal officials to perform their duties efficiently and effectively allowing them to compile their legislative reporting with a click of a button. By using InzaloEMS systems they enhance workflow processes and validations and municipalities are able to more easily comply with the MFMA (Municipal Finance Management Act and Municipal Finance Systems Act), thus improving their audit outcomes.

Simon Moloi, InzaloEMS Support Manager and on the ground in Mnquma added, “We have open lines of communication with all their staff and the Unqualified Audit gave them confidence and their community is very supportive – a big positive for them. Mnquma now submits financials to National Treasury on time, has efficient reporting and budgeting and staff are encouraged and excited to come to work.”

“Mnquma is a big success story… We walked a path with them and were so proud of their achievement of an Unqualified Report.”

Pierre Kruger, Senior Manager: Support at InzaloEMS said, “Mnquma is a big success story for them and for us. We walked a path with them and are so proud of their achievement of an Unqualified Report with the help of the implementation of all the InzaloEMS systems.”

“What is outstanding for me,” says Mnquma Municipality’s CFO, Matomane “is InzaloEMS’s prompt responses to issues and the effectiveness of their system. Their input in staff training and skills transfer allows the staff to run with the programme on their own. Being hands-on made it very easy for us to comply with mSCOA (National Treasury reforms).”

The turnaround of the Mnquma Municipality and their improved financial Unqualified Audit, impacted not only on staff morale but also on the community. Better finances mean better budgeting which in turn means happier communities with improved municipal services to support economic growth.
